Hi guys, here a link to OLPC in Chile with some info
about Peru.

I am member of CODESI (The Commission for the
Development of the Information Society) which report
directly to Primer Ministry. About OLPC in Peru, is
government is interested in OLPC project, however in
Peru "interested" means "maybe", "not sure" and in
popular words "How is the business?" or "How much is
my part". The principal problem with this kind
projects is politics, there are many actors, first the
limited fund of the government, Peru spends $317
dollars per student per year in the primary education,
but 90% goes to burocracy and second powerful
corporations like Microsoft and Intel which have been
signed many agreements with the government.

Some months ago, in CODESI we was reviewing some
projects based on FOSS software for the public
administration, a project with support of APESOL
(Peruvian Association for Free Software), suddenly
Microsft sent us an invitation to all members of
CODESI, we had a meeting in a very expensive hotel,
Microsft gave us many gifts, very nice gifts, blah,
blah. One week later Microsft and the government
signed an agreement, all public officials will be
trained by Microsoft, and the project with FOSS
software was cancelled.

Intel have an agreement with the government, they have
many incentives and tax exceptions.

There are other problems, some regulations which are
barries to open projects. We are not allowd to use
Meraki Mini in Peru because officials from The
Ministery of Transport and Telecommunication are
protecting D-Link, which has the 80% of the peruvian
market!

Well this is our motivation for promote OLPC in Peru
:)
