BY is similar to the BSD software license, which is an academic license. 
I usually oppose BSD / BY because it doesn't protect freedom, but if the 
idea is to gift academic value to society then BY makes sense and has 
precedent. So BY is a defensible choice for this project.

Anything is better than NC or ND. ;-)

No license at all means that all rights are reserved and nobody can use 
the work.

The closest to what you probably mean is trying to place the work in the 
public domain. But this is problematic in many jurisdictions. BY is more 
legally sound internationally and is very close to PD. So the practical 
equivalent of what you are asking for is BY.
