The Scotland licenses proclaim their jurisdiction as Scotland, and I  
believe they have some crucial differences on how licences relate to  
contracts, so I'm not sure they are suitable for use in England & Wales.

As for simpler language, the England & Wales licenses use a verbal  
structure rather than a numeric one for some sections and feature less  
legal-ish language than the Scottish licenses.

Both licence families are excellent, but the differences between them  
are important enough that people should stick with the licence for  
their jurisdiction if they do choose a localized licence.

The 3.0 licenses make it clearer that the trademark notice is not part  
of the licence (although they do not go as far as the Scotland  
licenses). Hopefully this will be carried over to the 3.0 port of the  
England & Wales licences.
