Okay, your CC-SA explanation is a good one, I can see why someone in 
that situation would consider it.

I suppose I'm used to thinking of SA as being an issue in that it 
prevents derivative works that consist of material from two or more 
incompatible licenses.  This is turning out to be a big problem for us 
in the open educational resources movement because it means that, for 
example, a project using BY-SA can't use the GFDL material from 
Wikipedia.  (But that's obviously a different issue.)
