[FC-discuss] House passes COAA with p2p provisions intact

That's the scary part -- its really hard to figure out how effective it will
be -- everyone in DC is saying that the law doesn't actually mandate this,
it just suggests exploring it.
That's not to say FC will be any better if the law gets passed. Its
certainly a bad thing if it gets passed, but we really have no pull here.
FC @ NYU has compiled a list of districts here:

of reps who are voting on this issue (The Higher Ed committee) but we now
need to mobilize for Senators.
EDUCAUSE is tackling the issue and doing good PR for it. I'm not sure we're
going to beat them on it. NYU's Washington Square News is running a story on
Monday or Tuesday that I've spent extensive time briefing a reporter with.
Gavin, what other vectors do you have in mind?
