[FC-discuss] House passes COAA with p2p provisions intact

The general feeling is that other sections of the bill are not as bad as the
onedealing with "digital theft" -- That campuses notify and explain
copyright infringement and so on.

My understanding is that there are also other sections that deal with fair
pricing of text books and so on.
