[FC-discuss] House passes COAA with p2p provisions intact

Right, and part of the problem in fighting against this bill is that it's
*so* long and this is just one small provision, so many people may overlook
it or vote for it anyway because they like the rest of the bill.
I guess the question is how we get someone to propose a change to this
specific section...
