This is a very compelling statement but I don't believe that the text
actually states this. It's less sexy but what we really need is
clarification. The bill as written is terribly vague and as such
requires revision.

Unfortunately, I think people see this bill as a ceremonial re-up of
the Higher Education Act of 1965.
