That's the confusing part about this. EDUCAUSE claims that its
disinformation that the bill doesn't claim this -- why else would they put
it in there? I'm likely to agree with them on this, but it is terribly vague
as it says universities must "explore" these options or risk losing federal
financial aid.
Who wants to leave it up to the government to interpret that?
