I believe one has to define 'free culture' through the specific freedoms
it entails. Free software is clearly defined throgh four freedoms for
example: http://www.gnu.org/philosophy/free-sw.html

Since the freedoms of free culture varies from cultural work to cultural
work, I'd say it would have to be explained as 'providing one or more of
the following freedoms' followed by a listing of how a free work could
be different from one with 'all rights reserved'. This might mean that a
definition of 'free culture' would be slightly different in various
countries, depending on copyright (and other relevant) law(s).
